Protect Citizens with a State and Local Emergency Notification System

A state and local emergency notification system from Rave Mobile Safety is the most effective way to alert citizens to the risk of danger, wherever they are, whatever they are doing. Using multiple channels of communication, our emergency notification system for state and local governments get the right message to the right people at the right time - saving seconds and saving lives.

The key to our state and local emergency notification system being so effective is that it works from any internet-connected device to send emergency notifications from anywhere to anywhere. Furthermore, because our emergency notification system for state and local governments integrates seamlessly with Rave 911 Suite, the quality of emergency response is improved - potentially saving more lives.

How Our Emergency Notification System for State and Local Governments Works

The first stage of implementing an emergency notification system for state and local governments is to populate its database. In many jurisdictions, this involves integrating an existing database of citizens and their landline numbers. Although this is a good start, it is not an ideal solution. Many citizens may be away from their landlines when an emergency occurs and - according to the National Center for Health Statistics - more than half of American homes are wireless only (June 2017 - PDF).

Therefore, to maximize coverage, our emergency notification system for state and local governments includes a web-based portal that enables citizens to register for emergency notifications and select their preferred channel of communication (landline, mobile, SMS, social media, etc.). The portal also provides the opportunity for citizens to add information about themselves or members of their households that will improve to quality of emergency response - for example:

  • Health or mobility issues.
  • Prescription medications.
  • Pets and young children.
  • Floor plans of their property.
  • Hazards on their property.
  • Best access routes.

Adding floor plans, hazards and access routes will assist first responders attending schools, businesses and public buildings; and, wherever possible, links should be provided to CCTV footage that can act as “eyes on the ground” for first responders. This will help better prepare first responders on their way to an incident and enhance situational awareness. When integrated with Rave 911 Suite, our emergency notification system for state and local governments also supports 2-way SMS communication.

More Options for Populating a State and Local Emergency Notification System

In addition to providing a web-based portal, the Rave Mobile Safety State and Local Emergency Notification System also supports opt-in by SMS. This is a similar opt-in method as is used by retailers in mobile marketing campaigns (for example “text 'PIZZA' to 3664667”) and one with which most citizens will be familiar. It also offers advantages for sorting databases into groups according to the location of citizens, their role or other unique attribute.

For example citizens could opt into the state and local emergency notification system by texting their ZIP code to the dedicated short code number (i.e. text '32830' to 347693). This would ensure only those within an area of danger would receive an emergency notification and the notification would not be sent statewide - potentially causing unnecessary alarm and distress to citizens unaffected by an incident. Other potential uses of the SMS opt-in facility include:

  • Citizens with medical training could text the keyword 'MEDIC'.
  • Members of Community Emergency Response Teams could text the word 'CERT'.
  • Citizens trained in helping victims cope with trauma could text the word 'PSYCHE'.
  • Volunteers attached to organized religious groups could text the word 'HELPER'
  • Volunteers attached to the National Tribal Emergency Management Council could text 'NTEMC'.

Each group within a database has to be set-up in advance, but each group can also support an unlimited number of sub-groups - for example, within the 'MEDIC' group there could be sub-groups for medical personnel experienced in midwifery, surgery, diseases, and toxicology. This structure enables Emergency Management Officers to contact dedicated groups of people as required to address specific situations within an emergency incident.

Using the Emergency Notification System for State and Local Governments

When an emergency incident occurs, the process for using the emergency notification system for state and local governments is designed to be as simple as possible in order to prevent mistakes being made during a stressful situation. An Emergency Management Officer logs into the administrative area of the web-based portal and composes an emergency notification. The option also exists to select a message saved as a preconfigured template.

The Officer then selects which modes of communication the message is to be sent by (in an emergency, this would usually be all), and the group or groups of people for whom the message is intended. Once the emergency notification has been sent, notification delivery rates and open rates can be monitored the system's dashboard and - when 2-way SMS communication gas been enabled - so can replies and requests for assistance. It is possible to send both short-form and long-form messages if time allows.

The emergency notification system for state and local governments provides Emergency Management Officers with “by recipient” reports in order to identify any citizens that may not have received the emergency notification. It is also possible to identify when voice messages have not been delivered because a line was busy or the alert was answered by an answering machine. These analytics and success/failure rates by delivery method can help improve alert effectiveness for future incidents.
